Animals in the Library Policy

Purpose

Mid-Mississippi Regional Library System (MMRLS) recognizes that some patrons may have service animals trained to assist or accommodate with a sensory, mental, or physical disability or to perform tasks for the benefit of an individual with a disability. MMRLS recognizes legal rights under applicable federal and state laws regarding the use of service animals. MMRLS considers the safety and health of its patrons, the public, and library staff a top priority.

Statement of Policy

No animals other than service animals are allowed in MMRLS libraries. Individuals who bring animals other than service animals into the library will be asked to remove them.

Confirmation of Service Animal Status

To confirm the status of a service animal, library staff may ask the following questions:

  1. Is your service animal required because of a disability?
  2. What tasks has the animal been trained to perform?

Service animals are not required to be licensed or certified by a state or local government or training program or be identified by a special harness or collar. As such, individuals with a service animal may not be asked to provide documentation of a disability or authorized use of a service animal.

Service Animal Procedure

Individuals with service animals may bring those animals into all areas of the library where members of the public are normally allowed to go. Owners/handlers must always keep service animals with them and under their full custody and control.

If a service animal cannot be leashed or harnessed due to disability or interference with the performance of tasks, it must be otherwise clearly under the handler’s control (e.g., voice control, signals, or other effective means). Owners of service animals are responsible for supervising and caring for the service animal while on library property.

If staff observes behavior or actions of a service animal that constitutes an unreasonable risk of injury to persons or harm to property, or behaviors that unreasonably disrupt other person’s use of the library or library grounds, a person with a service animal may be asked to find another location for the animal to stay while the person continues to use the library.

Fear of animals, allergies, presumed outcomes, or annoyance on the part of other patrons are not permissible reasons for denying access or refusing library service to people with a service animal.

Children in the Library Policy

Purpose

The Mid-Mississippi Regional Library System (MMRLS) welcomes all children and their families to use library services and facilities. The library’s goal is for a child’s visit to be a safe, rewarding, and positive experience that encourages a lifelong love of reading. Children visiting MMRLS libraries will receive the same welcome, assistance, and respect as any other of our valued customers and are also subject to the same rules of conduct and consequences outlined in the MMRLS Customer Code of Conduct.

Responsible Adults and Caregivers

Library staff cannot supervise or care for children on library property. MMRLS relies on the judgment of responsible adults and caregivers to oversee and ensure a child’s safety, welfare, content access, and appropriate behavior while in the library. Responsible adults and caregivers are accountable for the conduct and activities of a minor patron, even when the adult or caregiver is not present in the library. A responsible caregiver should be at least 16 years of age or older and able to respond appropriately in an emergency.

Children Aged Birth to Nine Years of Age

Children aged birth to nine years of age must be supervised by a responsible caregiver aged 16 or older at all times and may not be left unattended in the library or on library premises. If a child under ten is found unattended, or his/her behavior is disruptive to the other library users, the responsible adult or caregiver will be informed of the issue and asked to correct the behavior. If the caregiver cannot be located, the police may be called to escort an unattended child to a safe location until the responsible adult or caregiver can be reached.

Children Aged Ten to Seventeen Years of Age

Children aged ten to seventeen years of age may use the library independently. Staff may ask children in this age group to correct disruptive behavior or other activities in violation of MMRLS policies as necessary. If the behavior continues, staff may attempt to contact a responsible adult or caregiver and/or proceed with enforcement of consequences as defined in the MMRLS Customer Code of Conduct.

Unattended Children at Closing

Responsible adults and caregivers must be aware of the library’s hours of operation and are responsible for picking up children before the library closes. If a child is left unattended and without transportation at the library at closing time, staff will make a reasonable effort to locate the child’s responsible adult by phone. If a responsible adult cannot be located to pick up the child within 15 minutes after the library closes, the police may be called to escort the child to a safe location. Under no circumstances will staff transport unattended children or allow a child to sit in a staff person’s vehicle.

Emergency Closures

Situations may arise when, due to unusual or emergency circumstances, it may be necessary for the library to close without prior notice. In this circumstance, unaccompanied children under eighteen without transportation must be able to reach their responsible caregiver to be picked up immediately. If a responsible adult or caregiver cannot be located within 15 minutes, police may be called to escort the child to a safe location until a responsible adult or caregiver can be reached.

Circulation Policy

Purpose

The Mid-Mississippi Regional Library System strives to provide access to a wide variety of resources for our community to our customers in a fair and equitable manner. This policy exists to outline the rules for borrowing materials from our thirteen branch locations.

Eligibility and Registration

To be eligible to receive an MMRLS Library Card, individuals must be a resident of Attala, Holmes, Leake, Montgomery, or Winston Counties or an adjoining county in Mississippi and provide proof of identity and residency. Individuals must complete a registration form to obtain a library card. There are separate registration forms for adults (aged 18 and over) and minors (aged 5 – 17).

Proof of Identity and Residency

Below are examples of acceptable proofs of identity and residency. MMRLS staff members will evaluate all other proofs on a case-by-case basis when these proofs are unavailable.

Customers will be provided with a four-digit PIN during registration. Customers may also select their preferred PIN. This number will give the customer access to the library’s public access computers, online catalog, app, e-books (patrons ages 18 and over) and digital library.

To complete the registration process, account owners or responsible adults must sign the registration form to indicate that they accept responsibility for all items checked out on the account and agree to follow MMRLS policies.

Mississippi Library Partnership

MMRLS is a member of the Mississippi Library Partnership (MLP). All MMRLS libraries honor the library card of MLP member libraries for the lending of circulating materials. For more information, visit https://www.library.msstate.edu/mlp.

Types of Library Cards

  • Adult Library Card: Individuals aged 18 or over with proof of identity and residency.
  • Juvenile Library Card: Children aged 5 – 17. A responsible adult with a valid library card must complete the registration. Note: juvenile account holders cannot access e-book services due to MS Code § 39-3-25.
  • Institutional Card: Offers outreach services to organizations like nursing homes and schools. Includes unlimited checkouts and a $100.00 yearly forgiveness limit for lost/damaged items.
  • Friends of the Library Card: Includes member benefits such as half-price copy/print/fax services.

Borrowing Limits and Loan Periods

A customer may check out a total of 50 physical items. Digital materials do not count towards this limit.

Overdue, Lost, and Damaged Items

MMRLS materials are not subject to overdue fines. Items overdue for 35 days or more will be charged a replacement cost. If the item is returned in good condition, the charge will be waived.

MMRLS staff members determine replacement costs based on current market prices. A processing fee of $1.00 may be added. We do not accept replacement copies in lieu of payment.

Claims Returned

If a customer states they returned an item still on their account, it will be marked “claims returned.” This allows the patron to continue using services for two weeks while a search is conducted by both the staff and the patron.

Collection Development Policy

Purpose and Mission Statement

The Mid-Mississippi Regional Library System (MMRLS) Collection Development Policy documents the process by which materials are selected for the collection of the system’s thirteen branch locations. It acts as an informational resource for selection librarians, public service staff, and others interested in the material collection of the library system.

Collection Development

MMRLS selects materials based on literary, educational, informational, and recreational value. Responsibility rests with MMRLS Librarians at the branch level and the Content Coordinator at the system level. Ultimate responsibility rests with the Executive Director, operating within the framework approved by the Board of Trustees.

MMRLS strives to offer free access to ideas and information encompassing all areas of knowledge and opinion. Selected materials do not express or imply endorsement of the viewpoint of the author or publisher. Library materials will not be marked to show approval or disapproval, nor will items be sequestered or access denied.

Selection Criteria

Selection is a discerning process. Criteria considered include:

  • Available funding and cost
  • Critical consensus among recognized subject authorities
  • Literary merit and enduring value
  • Accuracy and timeliness
  • Popular and local demand
  • Quality and suitability of the format

Standard review sources include Booklist, Publisher’s Weekly, Library Journal, and School Library Journal. Customer suggestions are encouraged and given due consideration.

Collections

  • Adult Collection: Fiction and non-fiction in various formats including books, DVDs, Blu-rays, magazines, and electronic databases.
  • Teen Collection (Ages 12-17): Titles that support educational and recreational needs, helping teens understand the world as they mature.
  • Children’s Collection (Birth-Age 11): Materials designed for various reading and listening levels to develop thinking skills and support parents and teachers.

Collection Evaluation and Material Removal

Regular evaluation ensures the vitality of the collection. Staff consult the CREW Manual (industry-standard criteria) and examine factors such as age, condition, circulation history, and accuracy.

Approved removal methods include:

  • Friends of the Library or library book sales
  • Sale to a dealer
  • Donation (approved by the Director)
  • Disposal (if damaged or storage is unavailable)

Donations/Gifts

Gifts become the property of MMRLS without condition and are subject to the same selection criteria as purchased materials. MMRLS cannot assign a dollar value to gift materials; appraisal is the responsibility of the donor.

Reconsideration of Library Materials

Customers requesting reconsideration of materials must complete a Citizen’s Request for Reconsideration of Library Materials form. This is reviewed by a committee (Director, Assistant Director, Content Coordinator, one branch librarian, and one Board member).

The Director will communicate the committee’s decision in writing within 30 business days. Once finalized, the decision is valid at all MMRLS locations for five years.

Computer and Internet Usage Policy

Policy Statement

The Mid-Mississippi Regional Library System (MMRLS) provides equitable access to technology resources as a service to the community. The internet contains a wide variety of material; not all sources provide accurate or current information, and some may be considered offensive.

Disclaimer: The library is not capable of monitoring or controlling information on the internet and does not accept responsibility for content viewed. Customers use the library’s internet access and equipment at their own risk.

Customer Responsibilities

Customers are responsible for:

  • Complying with all MMRLS policies and local, state, and federal laws.
  • Minors: Parents, guardians, or caregivers are responsible for monitoring a minor’s internet use.
  • Paying for all printouts upon completion of use.
  • Saving work to the cloud or removable storage; work saved to library computers will not be retained.
  • Basic personal knowledge of computer use; staff can provide limited assistance but cannot handle private identifying information.

Acceptable and Unacceptable Use

To use library computers, customers:

  • Must use their MMRLS library card and PIN (or a guest pass with current photo ID).
  • Must not owe more than $5.00 in library fines or fees.
  • Must never access pornographic materials or websites.
  • Must supervise children under ten at all times.
  • May not download software or change computer settings and configurations.
  • Should use earbuds for content with sound (available for purchase at the desk).

Internet Filters

MMRLS complies with state and federal laws (CIPA and MS Law 97-5-29) by filtering computers and Wi-Fi for obscene or harmful content. Filters are inherently imprecise; if you believe a site is blocked or unblocked in error, please notify staff.

Wi-Fi Usage & Printing

Wireless users must agree to this policy and ensure their devices are secured against malware. Printing is available for a fee from library computers or personal devices via our wireless printing service.

Compliance and Penalties

Failure to comply may result in restricted privileges or prosecution. Willful violations result in forfeiture of computer privileges as follows:

  1. First offense: Three months forfeiture
  2. Second offense: Six months forfeiture
  3. Third offense: Twelve months forfeiture
  4. Fourth offense: Permanent service loss

Appeals must be submitted in writing to the MMRLS Administrative Board of Trustees. The decision of the board is final.

Digital Literacy Support

The library helps patrons develop skills through:

  • Access to online tutorials and guides.
  • Periodic workshops on basic computer skills and safe internet practices.
  • One-on-one assistance as staff time allows.

Customer Conduct Policy

Purpose

Mid-Mississippi Regional Library System (MMRLS) seeks to provide a safe and welcoming environment for the public and library staff. This policy is designed to protect individuals, library materials, equipment, and facilities, comply with applicable laws, and provide equitable access to library services.

Prohibited Items

Prohibited Behavior

MMRLS prohibits any illegal or improper activity, including, but not limited to:

  • Threatening, abusive, harassing, or disruptive behavior (loud noises, profanity, vulgar comments).
  • Vandalism or theft of library, staff, or customer property.
  • Intoxication or consumption of alcohol/illegal drugs or use of tobacco products.
  • Interfering with free passage (entrance/exit doors, steps, hallways).
  • Eating or drinking inside the library (excluding pre-approved areas/events).
  • Solicitation, polling, loitering, or proselytizing.
  • Inappropriate use of bathrooms (bathing, shaving, laundering clothes).
  • Sleeping or lying down in the library.
  • Strong or offensive body odor.
  • Leaving personal items unattended.
  • Use of cell phones in a way that disrupts others.
  • Violation of any federal, state, or local law.

Violations and Loss of Library Privileges

Violating rules or refusing to comply with staff requests may result in immediate expulsion and/or a library service ban.

  • The length of the ban is determined by the Executive Director based on severity and number of offenses.
  • A ban applies to all branches of the Mid-Mississippi Regional Library System.
  • Law enforcement may be contacted to enforce ban orders.

The Executive Director’s decision may be appealed in writing to the MMRLS Administrative Board of Trustees.

Public Safety

Staff members are authorized to contact local law enforcement at any time to preserve safety or for assistance in enforcing policy. Any violation of local, state, or federal laws will be promptly reported to the appropriate authorities.

Display Space Policy

Purpose

In the fulfillment of the Mid-Mississippi Regional Library System’s role as an essential part of the communities we serve, our thirteen branch locations offer display spaces to host relevant exhibits and to promote upcoming public events related to the educational, cultural, and civic needs of the residents of Attala, Holmes, Leake, Montgomery, and Winston Counties.

Display Space & Displays Defined

Display space in this policy will refer to bulletin boards, designated display areas (display cases, shelves, etc.), and exhibit spaces (available designated library floor or wall space).

Displays in this policy will refer to flyers, handouts, brochures, posters, books, media, art pieces, or exhibit items.

Procedure

  • Oral or written display requests must be made to the branch librarian or current staff member in charge for approval. Requests will be processed on a first-come, first-served basis, with scheduling priority given to the needs of the library.
  • All display requests that need a designated display area or exhibit space or are comprised of items that must be returned to the prospective lender require the completion of a Displays and Exhibit Policy and Agreement Form.
  • The branch librarian or current staff in charge will sign and date the Displays and Exhibit Policy and Agreement Form, retain the original for the library, and provide a copy to the prospective lender.
  • Display requests will be reviewed by the branch librarian and other relevant staff within a reasonable time frame of no more than three business days.
  • After approval, the lender is responsible for installing and dismantling the display or exhibit as scheduled. If the library must dismantle a display or exhibit because it is not removed as scheduled, the library and its staff are not responsible for any damages to the materials removed.
  • After the lender reclaims possession of exhibit or display items, the owner shall sign and date the original form, indicating that all materials have been returned.
  • If items are not picked up at the agreed time, the library will attempt to contact the owner a minimum of twice in writing within 60 days before arranging for the disposal of the items.
  • Display items such as flyers, brochures, handouts, and posters will be posted and arranged by library staff in the approved display area in a neat and orderly fashion.
  • Library staff will check display areas daily to see if any unapproved, expired, or no longer relevant displays have been posted or if items need to be removed due to lack of space.
  • Display items such as flyers, brochures, handouts, and posters that expired, are no longer relevant, or need to be removed due to lack of available space will be discarded if a Displays and Exhibit Policy and Agreement Form was not previously completed for that item.

Policy

  • All displays are to be placed in the proper designated area.
  • Any displays posted that the proper library staff has not approved will be discarded.
  • Display items should be no larger than the designated space and must be legible and in good condition. Business cards are not allowed. There will be a limit of one permitted display item for promoting a single event. The library reserves the right to refuse display materials that are awkward to display or take up a disproportionate amount of available space.
  • Library-sponsored event displays will have priority over any other displays.
  • Exhibitors using display space assume liability and shall be liable for any damage resulting from said usage, as assessed by the library.
  • The library does not assume responsibility for materials, equipment, or any other article lent by an organization, group, or individual and will not be liable for loss, theft, or damage.
  • Displays posted on library bulletin boards should be events of interest to the public and relevant to the local or surrounding community. Examples include free events such as local festivals, public community events, educational events, job fairs, civic club meetings, and other similar events approved by library staff.
  • Prohibited displays: Events where the sale of an item or service (excluding published author book sales and friends of the library fundraising events) is promoted. Events such as birthday parties, weddings, baby and wedding showers, reunions, graduation announcements, and other similar social events and advertisements for businesses or yard sales are forbidden. Religious, political, or hate/discriminatory speech displays will not be allowed. Any displays that violate federal, state, or local law are prohibited. Displays such as flyers, brochures, handouts, and posters not including the event’s beginning and end date will not be permitted.
  • Library patrons or the general public may make appeals for the removal of a display item or exhibit. These requests are to be submitted in writing by the objector and provided by staff to the MMRLS Executive Director, who will decide on removing the display within five business days. Removal requests must include the following information: Name and contact information, including mailing address, phone number, and email address, of the objecting individual, date of the request, location of the display and the date observed, and the reason for the objection. Appeals to the director’s decision may be made to the MMRLS Administrative Board of Trustees, whose decision is final.
  • Approval of a display or exhibit does not express or imply endorsement of the viewpoint of the materials or exhibitor by the Mid-Mississippi Regional Library System.

Fines and Fees Policy

Overdue Materials

  • MMRLS materials are not subject to overdue fines.
  • Guests with overdue items will need to return those items before checking out additional items, or using other library services.
  • Items which are overdue 35 days or more will have a replacement cost for that item charged to the patron’s account. If the item is returned after this time in good condition, the charge will be waived.
  • MMRLS customers who check out items owned by other library systems may still be charged late fees on those items depending on the policy of the owning library.

  • Faxes not picked up after 7 days will be shredded. Patrons only need to pay for received pages they wish to keep.

Meeting Room Policy

Mid-Mississippi Regional Library System

Purpose

Mid-MS Regional Library System (MMRLS) offers free use of meeting rooms for community gatherings, meetings, and programs of local interest at select MMRLS libraries* in our five-county service area (Attala, Holmes, Leake, Montgomery, and Winston Counties).

Policy and Guidelines

MMRLS policies and procedures governing the use of library meeting spaces are made in accordance with Article VI of the American Library Association’s Library Bill of Rights.

MMRLS programs, staff meetings, and sponsored events have priority in the use of meeting room space. The library reserves the right to reschedule confirmed meeting room reservations to accommodate library-sponsored programs, staff training, and events. Cancellations by the group or the library should be made at least 24 hours before the meeting date.

The use of meeting rooms is granted on a first-reserved basis. Meeting rooms may be reserved with at least one week’s notice or up to six months in advance. If available, meeting rooms may also be assigned to walk-in requests. Only one meeting at a time may be scheduled to encourage the most equitable use of meeting rooms. After a meeting is completed, a group may schedule another meeting if the space is available at the desired time.

MMRLS meeting rooms are subject to state regulations and are considered public facilities. As such, library meeting rooms are unavailable to individuals, businesses, or corporations for commercial or for-profit ventures. To be eligible to use a meeting room, any group or organization must be nonprofit and should include three or more individuals. Individuals or small study groups may be permitted to use the meeting room for quiet study, but community groups will be given priority when the librarian considers requests for use.

All meetings must be open to the public. The meeting’s conduct must not interfere with the proper functioning of the library, such as meetings requiring a significant portion of available public parking or activities that produce excessive noise.

No admission fees may be charged, and no donations of money or other property may be solicited or collected from attendees. No promotions, sales, or solicitation of future sales of services, products, merchandise, materials, or other items are allowed.

In addition, the following non-library-sponsored activities are prohibited in MMRLS meeting room spaces:

  • Social gatherings such as showers, birthday parties, dances, etc.
  • Political rallies or campaigns for specific partisan political issues or candidates.
  • Direct healthcare services including examinations, hands-on demonstrations, or treatments.
  • Religious/church/worship services or ceremonies (though religious study groups are permitted).
  • Other events considered by the executive director or administrative board of trustees to be contrary to the purpose of this policy or mission of the Mid-Mississippi Regional Library System.

Sales of services, products, merchandise, materials, items, or solicitations for donations for a library-sponsored program or event or on behalf of the Friends of Library, are permitted with approval by the branch manager. (i.e., book sale, bake sale, a published author may sell their published books, etc.).

Meeting Room Use

Meeting rooms are available during regular operating hours. MMRLS cardholders 18 or older with an account in good standing may reserve a meeting room by submitting a Meeting Room Application at the branch where the proposed meeting will be held. The cardholder is considered the group’s official representative, shall be responsible for seeing that library policies are observed and communicated to the group, and must agree to pay any associated fees.

Meetings must adjourn 15 minutes before closing, and rooms must be vacated by closing time. Closing times vary by location. The length of time that a meeting room is reserved must include time for setting up and returning the room to the room’s original arrangement and condition.

Prior authorization is required when a meeting is proposed outside library hours. Such meetings are only possible at locations with separate outside access to the meeting room and are subject to approval by the location’s branch manager.

Food and drink are permitted during meetings and events. The preparation of food will be dependent upon the physical facilities of the meeting room. Kitchen facilities are available at some branch locations. Food is to be served and consumed in the meeting room only. Alcoholic beverages are prohibited.

Library staff is not responsible for meeting set up or cleaning. The cardholder making a room reservation will be responsible and financially liable for any cost incurred by the library to restore a meeting room to its original condition, including staff time. Examples include proper disposal of food or other waste, restacking chairs and tables, setting off the library alarm, damaging physical property or equipment, cleaning the carpet, etc. Should cleaning by library staff be required after the use of a meeting room, a minimum cleaning fee of $50.00 will be charged.

In publicizing a meeting to be held in a library meeting room, the sponsoring group must be clearly identified. Groups must not imply library sponsorship of their program or organization in their publicity. With prior approval, groups may post signs in library-approved locations.

Tables and chairs are available at each location. Audio/video equipment is available at select library locations, subject to availability and approval. No other equipment is provided.

The cardholder or another responsible adult aged 18 years or older must always be present when youth groups use the meeting rooms.

Each group is responsible for ensuring that attendance at its meeting does not exceed the maximum occupancy for the meeting room.

All groups, clubs, entities, or individuals using a library meeting room must comply with these rules and the MMRLS Standards of Customer Conduct. Failure to abide by the rules may lead to the exclusion of individuals from library premises and/or loss of future meeting room use privileges.

The library is not responsible for the theft, loss, or damage to property, or injury to persons, resulting from the use of its meeting rooms.

Any applicant denied use of a library meeting room may appeal the denial in writing to the MMRLS Executive Director. After review, the applicant will receive a written response at the mailing or email address provided on the appeal.

*Note: The policies of the Town of Kilmichael and the City of Walnut Grove govern meeting rooms at the Kilmichael Public Library and Walnut Grove Public Library. Please contact these municipalities for scheduling and questions.

Through engaging community-driven programs, evolving collections that reflect our patrons’ diverse interests, and enhancing our facilities and technology, we aim to provide exceptional service to the citizens of our communities. This plan was developed with extensive input from our staff, patrons, and community partners, ensuring that it is both responsive to current needs and proactive in addressing future challenges. The Mid-Mississippi Regional Library System Administrative Board of Trustees consists of five members, with one each appointed by the Board of Supervisors from Attala, Holmes, Leake, Montgomery, and Winston Counties. The board has the supervision, care and custody of all property of the library, exclusive control of the finances of the library system, as well as assuming the other responsibilities delegated to it by Mississippi Law Code. The board is proud to serve the diverse communities of the Mid-Mississippi Regional Library System, committed to upholding high service standards while continually seeking innovative ways to enhance the library experience. Our Plan: Six Goals

1. Engage our Communities

  • Expand Community Engagement: Organize regular events and activities at various community locations, including schools, hospitals, and local businesses. Develop targeted outreach programs for underserved populations such as the elderly and minority communities.
  • Strengthen Community Outreach: Increase the presence of the mobile library in rural areas and at community events. Develop location and partner specific programs to add to current mobile library services. Partner with local organizations, schools, and businesses to create joint programs and initiatives. Host library card sign-up drives at offsite high-traffic areas like retail locations, sports events, and community centers.
  • Build Stronger Relationships with Community Partners: Establish and maintain partnerships with local businesses, educational institutions, and community organizations. Collaborate on community service projects and educational workshops. Regularly seek feedback from partners to ensure mutual goals and community needs are being met.

2. Optimize Customer Communication

  • Expand Marketing Strategies to Enhance Communication with Our Patrons and Communities: Implement an updated comprehensive marketing and social media plan to increase engagement and awareness. Increase use of QR codes on printed materials to direct patrons to online resources and event calendars. Enhance the library’s newsletter with engaging content, event highlights, and subscriber incentives such as giveaways or early access to events. Develop branded templates for consistent promotion of recurring programs and services. Use targeted email campaigns to keep patrons informed about new collections, services, and events. Get information directly to patrons using text messages, push notifications, and other means. Continue to evaluate the MMRLS App for opportunities to expand and improve that service.

3. Deliver Community-Driven Programs and Services

  • Continue Building Innovative, Educational, and Fun Programming: Incorporate feedback from patrons to create programs that reflect their interests and needs. Regularly evaluate and update programs to ensure they remain relevant and engaging.
  • Develop Accessible Programming: Ensure there are programs which are accessible to all community members, including those with disabilities and special needs. Provide resources and support for non-English speaking patrons and those with special needs.
  • Cater to Patron Preferences on a Community Level with All Services and Programming: Regularly gather patron feedback on services and programs. Customize programs and services to reflect the unique needs and preferences of different communities within the service area. Promote programs and services through multiple channels to reach diverse audiences.

4. Refine and Expand Library Collections

  • Refine and Expand Library Collections to Reflect the Varied Needs and Interests of Patrons. Regularly update and expand our material collections to include a wide range of genres, especially those identified as underrepresented by patrons. Implement a systematic weeding process to ensure the collection remains properly maintained, current and relevant. Increase the availability of large print books, e-books, e-audiobooks, and other formats to cater to different reading preferences. Include digital offerings in MMRLS online catalog to increase visibility of available titles. Use patron feedback and circulation data to guide acquisition decisions and ensure the collection meets community needs. Ensure library staff is well informed on what materials are popular at their location to better inform purchasing decisions.

5. Prepare Staff to Adapt and Innovate

  • Prepare Our Staff to Adapt to Changing Circumstances and Identify Opportunities for Service and Growth Within the Library and Community: Standardize staff onboarding process. Provide ongoing training and professional development opportunities focused on new technologies, customer service, and community engagement. Foster a culture of continuous improvement and innovation among staff. Encourage staff to participate in professional organizations and attend relevant conferences and workshops. Develop a mentorship program to support staff in their career growth and development. Expand staff training to include perspectives and resources from outside of libraries.

6. Improve Library Infrastructure and Enhance Physical Spaces

  • Work with Local Municipalities, Staff, and Communities to Improve, Repair, and Better Maintain Library Buildings and Infrastructure: Establish a regular maintenance schedule for all library facilities to ensure they are safe and welcoming. Seek funding and grants to support infrastructure improvements and renovations. Collaborate with local governments and community groups on capital projects and facility upgrades.
  • Enhance Physical Spaces Within the Library with a Focus on Safety, Functionality, and Aesthetics: Redesign library layouts to create more user-friendly and accessible spaces. Update furnishings, technology, and decor to create a modern and inviting atmosphere. Implement safety measures to protect patrons and staff, including improved lighting, security systems, and emergency preparedness plans. Create designated areas for different activities, such as quiet reading zones, collaborative workspaces, and children’s areas.

Photo Permission Policy

Purpose

The Mid-Mississippi Regional Library System (MMRLS) respects the privacy and safety of our patrons. We also value capturing images and videos of library events and activities to promote programs and services on our website, social media accounts, and promotional materials. Therefore, we have developed the following photo permission policy:

General Policy

MMRLS events are held in public areas where photography, audio, and video recording may occur. MMRLS reserves the right to use photographs or videos taken at the library or library events for publicity in printed and online materials. Patrons consent to being photographed or recorded by attending library events or programs. To ensure the privacy of all individuals, images will not be identified using a full name without prior approval from the photographed subject or a parent/guardian if the subject is a minor.

Opt-Out Policy

Patrons who do not wish to be photographed or recorded at library events may opt-out by notifying a library staff member before an event and completing an opt-out form. After completing the opt-out form, library staff will make every effort to respect the privacy of patrons who have opted out of being photographed. However, it is the patron’s responsibility to notify staff that they have opted out of being photographed before each event they attend.

MMRLS Responsible Adult Information

By signing the registration card for a minor patron, you, as a responsible adult for a library patron under the age of 18, agree to assume all responsibility for:

Materials
• All items which the minor borrows from the library
• All fines and fees associated with late, lost, or damaged items

Contact Information
• Notifying the library when a change has been made to your name, address, phone number, or that of the minor

Library Card
• Notifying the library if the minor’s library card is lost or stolen

Internet Use (optional)
• Assuming responsibility for the minor’s Internet use while in the library according to the “MMRLS Library Computer/Internet Use Policy”

General Supervision
• Assuming responsibility for the safety, actions, and behavior of the minor at all times while they are on library property as described in the “MMRLS Children in the Library” and “Customer Conduct” Policies

Additional Important Information:

Censorship
• Library staff cannot censor materials being checked out to any patron, including minor patrons. The responsible adult must determine the appropriateness of library materials for a minor patron.

Privacy
• The library system is required to comply with §39-3-365 of the Mississippi Code of 1972, Annotated related to the confidentiality of library user records. Thus, library staff will only be able to tell the individual signing as the responsible adult the number of items a minor has checked out, but no other information, such as author or title, unless that item has become overdue or has a fine attached.
• Library staff cannot tell the responsible adult the minor’s PIN or make changes to the PIN without the minor present.

Social Media Policy

Purpose

The Mid-Mississippi Regional Library System (MMRLS) uses selected social media tools and platforms as an important enhancement to communication, collaboration, and information exchange between library staff, library guests, and the communities we serve.

Definition

Social Media is defined as any online forum that allows users to create and share information. Examples include but are not limited to, Facebook, X, blogs, etc.

General Practices and Guidelines

Mid-Mississippi Regional Library System social media accounts are not intended to be a traditional public forum for the general exchange of ideas and viewpoints, but a limited public forum for discussing library services, programs, events, materials, and other relevant topics. All posts and comments will be monitored by library staff members, and the library reserves the right, within its sole discretion, to remove submissions, comments, posts, or other content that violates this policy, as outlined below.

  • All comments, posts, or content should be related to the issue or topic being discussed.
  • Comments that contain illegal, abusive, vulgar, offensive, threatening, or harassing language are prohibited and will be immediately removed.
  • Duplicate posts from the same individual will be subject to removal.
  • Posts which include personal or private information about an individual will be removed.
  • Non-library created solicitations for membership, donations, or services will be removed.
  • Content that violates copyright or trademark laws will be removed.
  • Content deemed to be spam, commercial, political, or religious in nature will be removed.
  • Other content deemed inappropriate or irrelevant to library services will be subject to removal.

Public Use

By utilizing or posting on the library’s social media sites, users agree to comply with this social media policy. The library reserves the right to block users who have violated the terms of this policy.

  • As with all library services and materials, MMRLS does not act in the place of, or in the absence of, a parent/guardian in regard to a minor’s use of library social media accounts.
  • By posting a comment or content of any kind, users agree to indemnify MMRLS and its officers and employees from and against all liabilities, judgments, damages, and costs incurred which arise out of or are related to content that has been posted by a user.
  • MMRLS does not endorse the advertisements promoted by third parties on social media sites.
  • By submitting content to any MMRLS social media site, users are granting permission for MMRLS to use that content without compensation or liability on MMRLS social media accounts and/or marketing materials. This permission may be revoked by the user by submitting a written request for MMRLS to stop use of the content.

Employee Use

Library social media offerings are intended to create a welcoming and inviting online space where library users can easily find useful, entertaining, or educational content about library services. When MMRLS employees post content to library social media accounts, it is a reflection of both the staff member as well as the library, and library system. As such, staff members are expected to conduct themselves at all times as representatives of MMRLS and adhere to all associated standards of conduct as outlined in this and other MMRLS policies, while providing the same level of excellence in customer service, and protecting the reputation of the library system.

Procedures

  • Employees must have prior approval from the Executive Director to create a library social media account.
  • Once approval is received, accounts will be created by relevant headquarters personnel working with branch staff, while utilizing library branding and guidelines. Use of the library logo on social media sites must be limited to high- quality files obtained directly from the Content Coordinator, or online helpdesk, and not copied from another account or webpage.
  • Whenever possible, each social media page should clearly indicate that it is maintained by MMRLS, have MMRLS contact information clearly displayed, and link to the MMRLS website and social media policy.
  • Content may be posted on library social media accounts by the following staff members utilizing the guidelines defined in this policy: Executive Director, Content Coordinator, Outreach Librarian, Librarian/Branch Manager.
  • Other branch employees who wish to post content must receive prior approval from their Branch Manager, while other headquarters staff members must receive prior approval from the Executive Director. Content posted on all MMRLS social media accounts will be monitored by headquarters staff members to ensure appropriateness and may be removed without notice.
  • In general, social media account managers should post at least once per week, but no more than twice per day, with occasional exceptions being permitted.
  • All library social media accounts must have a minimum of two account administrators, one of whom will be the Content Coordinator or Outreach Librarian.
  • Employees should only post on MMRLS social media accounts during his/her working hours, unless otherwise instructed by a supervisor.
  • On social media sites where “following” or a similar activity is permitted, MMRLS social media accounts may follow relevant accounts such as other library social media accounts, author or publisher accounts, official accounts for local municipalities or officials, etc.
  • Employees must always use a professional voice when posting to MMRLS social media accounts, avoiding the use of “slang” language or abbreviations.
  • Employees must verify facts, spelling, grammar, etc., before posting.
  • Patron privacy should be of the upmost concern when posting to social media sites. A patron’s personal information must be protected at all times, and never shared on MMRLS sites.
  • Staff should solicit written permission from library users before posting their image on social media accounts. In the case of minors, written approval must be received from a parent or guardian. Pictures of library users attending MMRLS programming may be used if a public notice is posted before and during the event notifying users that images taken during the event may be used by the library for promotional purposes.
  • Pictures taken by library employees during MMRLS programming must not be posted on personal social media accounts, Friends of the Library social media accounts, or other non-library sponsored accounts or sites. Once it is obtained, permission to publish these pictures is given only to MMRLS.
  • Direct and personal communication with library patrons, vendors, program presenters, etc., should be primarily conducted using official library email accounts and not social media.
  • User concerns or negative comments posted to library social media accounts should be addressed as soon as possible by apologizing as appropriate and encouraging the user to contact a branch or headquarters staff member directly to discuss the issue further. These comments should not be deleted unless they violate the other guidelines defined in this policy, but should be thoroughly addressed in-person, or via email or telephone conversations like any other patron complaint, and never on the social media site.
  • Users who request reference or circulation services such as holds or renewals should be instructed to contact his/her local branch or MMRLS headquarters for further assistance.
  • MMRLS employees should not be administrators or post to MMRLS Friends of the Library Organization social media sites. Administration of these sites is the sole responsibility of library friends organization members.
  • The role and use of social media in relation to the goals and purposes of the library system will be continually evaluated by the Executive Director. Accounts may be terminated at any time at his/her discretion.

Employee Use of Personal Social Media Accounts

MMRLS does not interfere with personal expression of its employees outside of working hours. However, staff members should remain aware that their comments may be viewed by others as representing official library positions, policies, or opinions. Therefore, if employees comment on any aspect of the library on their personal social media accounts, they must clearly identify themselves as library employees, and include a disclaimer stating that their views and opinions do not necessarily reflect those of the Mid-Mississippi Regional Library System. Personal social media accounts may not be used to post, transmit, or otherwise disseminate any MMRLS patron information, library information, or policies.

  • If you can’t bring your item back on the due date, don’t worry! There are no late fees charged for items owned by MMRLS (items owned by other library systems may still be subject to late fees). You’ll just need to return your items before checking out more items or using other library services.
  • Holds may be placed on up to ten items at a time. Items placed on hold will be held for seven days.
  • Items can be checked out and returned at any of our thirteen library branches.
  • DVDs and audiobooks cannot be returned in a book drop, though several branch locations have outdoor media return drops.
  • Renewals are permitted on most items, unless another patron has a hold on that item. Your items will renew automatically until the renewal limit is reached.
  • User groups are created that include minor children and those signing responsibility for them.
  • The fee to replace a lost library card is $2.00.
